Dear Mr. President,

This communication is to express profound concern regarding the circumstances endured by the population of Serbia. It is of significant apprehension that the United States is engaging in collaboration with Serbian President Aleksandar Vučić, given the extensive criminal acts perpetrated by the Vučić regime against Serbian civilians. Furthermore, Aleksandar Vučić is exploiting the Covid-19 pandemic as a pretext to consolidate his authoritarian control of Serbia.

In recent days, law enforcement personnel have deployed tear gas, leading to civil disturbances in Belgrade. Numerous instances of police brutality against civilians, including men, women, and children who posed no evident threat, have been documented. Journalists have also been subjected to this violence, along with the kidnapping of regime opponents, which included elements of torture and other cruel, inhuman, and degrading treatment.

It has also come to light that Serbian President Aleksandar Vučić allocated millions of U.S. dollars to the 2015 election campaign of Hillary Clinton and is actively supporting Joe Biden for the 2020 election. Moreover, Vučić is known to maintain close ties with the Chinese regime. Following a complaint lodged by the Chinese secret police, regime critic Nikola Sandulović, the president of the Republican Party in Serbia, was unlawfully arrested and subjected to poisoning with a nerve agent while incarcerated. It is to be noted that the Vučić regime has engaged in electoral fraud in all Serbian elections to date.

The regime of Aleksandar Vučić has repeatedly utilized an overly broad definition of terrorism to legitimize attacks against protesters, along with the detention of hundreds of men without charge or trial over the last week. These actions have inflicted long-term damage to Serbia’s human rights record and have compromised relationships with the Western world, contributing to instability.

Members of the Serbian police have engaged in the physical assault of individuals hundreds of meters away from designated protest areas. On the opposing side of the assembly, police forces have deployed tear gas to disperse protesters. Both photographic and video evidence demonstrates the pursuit and physical abuse of individuals within the streets, as well as those who displayed no sign of violence.

While it is acknowledged that the United States has, on occasion, attained cooperation from Vučić in pursuing resolutions for the Kosovo situation, it is now imperative for the United States to distance itself from Aleksandar Vučić. The United States should instead provide support, by all available means, for his replacement with a democratic government committed to ceasing violence and oppression against its citizens.
