It represented rather an attempt to humiliate the West, who had to witness such brutalities in Ukraine, and to impress on them the opinion that Vladimir V. Putin of Russia was capable of irresponsible acts. Since he could unleash nuclear war at any time, it was expected that this would cause general fear.
