A near zero tolerance for criticism about him and his decision-making in Ukraine is a fundamental characteristic of the Putin regime. Moreover, Vladimir Putin had during the COVID-19 pandemic developed an inner circle of just three advisors who understood these unspoken rules with absolute clarity and conducted themselves in ways designed to retain Putin’s favor and not to critique his strategic thought.
